I believe it's a forage item.

it is from forageing... and randomly in the ice regions of the Mines.

afaik it is just easier to run around the town, forest, near the tunnel and on the mountain during winter.

go into the mines at where you get to the snowy bit and start killing the mobs till you get one or you can just forage it.:steamhappy:

When you walk from your farm to town or marnies farm you will 100% find at least 1 in winter, I found a couple already and I'm on day 10.

Or since it's winter, you could try planting some winter seeds if you have them :)

If you plant Winter Seeds, Crystal fruit has a 35% growth rate among the seeds while Winter Root is a 45% and snow yams have a 10%. On average you should get more Winter Root than anything in the Winter Seeds because you can grind them up for seeds again which usually give back 2 seeds. The crystal fruit and snow yam cannot be turned into seeds, so hope for some good RNG if you are wanting to grow crops all year round.

The Seed Maker can help, but it's just a small part of it.

The Winter Foraging bundle gets you 30 Seeds right away, and you get 10 more Seeds for each set of winter foraging items that you find. Even with little to no planning, you should be able to get 40 or 50 crops going on the first day of winter.

Once they're ready, you can make something like 150 Seeds. When those are ready, well... you better have a decent amount of sprinklers.
