i finally got it but
i know its too luck the cave by the bath house.. but how??

Cave by the bathhouse? There's a little cave with a chicken looking statue blocking it to the right, behind the train station. That's opened up in a quest given by the wizard after you either complete the community center or the Joja Mart list.

The skull key is for two things. It unlocks one of the arcade games in the saloon, and it unlocks the door to the skull caverns in the desert. To get to the desert you need to repair the bus either through completing one of the CC bundles or purchasing the repair from your Joja Mart membership.
