I want to know how close Iam to the next level in fishing but i dont know how. Some please help me

So... yeah. Not sure it matters how 'close' you are. but its more than the amount needed for the previous level less than the amount needed for the next level.

I was always wondering if this was like you need 15k xp to get to lvl 9 to 10 or you need 5k xp for 9 to 10

Just grab CheatEngine and the table for the game. One of the options is to show (and edit if you want) your skill values. So you can always use that to check.
