These events can happen out of order as well.
However they dont have any meaningful purpose (unless you are interested in those).
They wont impact your chance to ''marry'' someone.
''To become engaged, a Mermaid's Pendant must be presented. The Mermaid's Pendant can be purchased from the Old Mariner on the beach for 5,000g (after repairing the bridge (300 wood), upgrading the farmhouse at least once, and being eligible for marriage with a villager). The Old Mariner only appears on rainy days.''
Heck, it's not even relevant to the ''story'', so it can't even be considered a spoiler, not to mention that you'll most likely find out about it early in the game anyways.

Once you get an NPC to 8 hearts, Pierre sends you a letter which explains how to make them your boyfriend/girlfriend. At 10 hearts, the Mayor explains how to marry someone, via letter.
I think Emily's 8-heart event is in the Mayor's house, but she should send a letter explaining where and why...
That's not a spoiler, grow up
