Start by catching easy fish like carp in the lake by the mine or sardines etc. from the pier. Put out lots of crab pots. Eat fishing related dishes to make it easier (eg: Dish-O-The-Sea). It won't take long. The fishing bar gets much longer and easier to manage once you get to iridium rod and cork floats etc.
(As far as I know there are also mods available if you're time poor.)
I hate the fishing mini game myself. To make things easier until you level up and get a better fishing pole:
1. buy trout soup from Willy. It's only +1 to fishing for a short while but it helps at lower levels
2. fish at the lake near the mines and just wait for carp to bite. Carp are the easiest to catch, they hardly move.
3. wait until you upgrade your axe and can access the secret forest. The pond these has mostly carp on sunny days. It's the easiest place to fish.
4. invest in crab pots. I tried this but found it fairly slow. You'll level up fishing faster by focusing on carp.
That said, I think there's another person in the sewers who sells fish one day a week...
Thanks Im getting better at fishing and I should hopefully be able to finish the community center quest quicker now.
