Report a translation problem
1. Back up your save and content folder
2. go into your content folder and see if there's some sort of thunder sound effect, hopefully seperated from rain. If both are in a combined effect, you can replace the rain/thunder sound effect with one you download yourself, as long as it's the same format and named the same. Otherwise, try deleting the thunder sound effect (if it's seperate). Note that this may crash your game, so it's imperative to back everything up.
If that doesn't work, consider going to the mod forums http://community.playstarbound.com/forums/mods.215/ and requesting that the thunder be removed from the rain effect. It's kind of weird that there would be lightening without thunder sound effects haha.
Alternatively, turn off sound effects all together, open up Youtube, search up rain sound effects (without thunder!) and enjoy,
