Giving someone a loved gift on their birthday automatically bumps up their heart meter by two.
What I don't know, if you give them a bouquet, if the level will still the same or if it will reset to 8.
To clarify, I did not give her a bouquet. She seems to have edged to 10 hearts on her own accord, and I can confirm her friendship exceeded the maximum. As a test, I gave 8-capped Maru a bouquet, and she stayed at 8-hearts. But when I gave Leah a bouquet, she shot up to 10 hearts instantly. Her romantic interest betrays itself in dialogue, even if it is hidden by the counter.
Evidently, this is mostly harmless glitch with the gifting system.
Does a garbage salad count as dinner? Or would you prefer some year-old blackberries?
Unfortunatly. I really wish the "suggestive" dialog was separate, and had to be enabled (by giving them the bouquet), and if you didn't give them the bouquet, then they'd just be friendly, without being suggestive.
Once you reach 8 hearts, you cannot progress further (with one of the singles) unless you give them the bouquet.
However (as you discovered) if you are at 7.99 hearts, and you give them a loved gift on their birthday, you can jump to 9+ hearts, and have them act quite romatical towards you. That can happen with any of them. There's nothing wrong with the game It's just a limitation of how the hearts system works.
I agree it would be preferable to keep the friendships and romances separate, as it can get tedious with a lot of the 8-caps using that kind of language when the player has no interest. I don't need to hear "Wouldn't it be nice to have someone help on your farm?" every day. Luckily their dialogue is unique enough that few of them are that forward.
Anyways, thanks for the information. Because there is no way to directly quantify relationship points, its hard to judge the range when they'll shoot above the limit. While messing with Emily and gifts, she got to (low) 9 hearts from (high) 6, so the range is actually pretty large. Its just a workaround from the heart limit, and doesn't cause any problems.
I still like Leah, and she at least stands out now in the registry.
