Report a translation problem
That is actually very strange. There might be something in your save file that could be faulty. I will look into it now, but if I don't find anything I recommend you back up your save file and use this: http://www.nexusmods.com/stardewvalley/mods/127/? To place a Mermaids Pendant into your inventory, and deduct the cost of a pendant from your savings. Please do not use the save editor right away, as I am looking into fixing your problem right now.
Edit: Also, have you had your 10 heart event with that person? If not, that might be the problem.

Ok. There is some problem then with your actual Mariner file/dialogue. Luckily, he is not a very important character, and you do not need him in any quests or important events. Unfortunately, I couldn't find anything in the saves or .xnbs that you could easily edit to fix this problem (So Sorry!) but if you need help, I will very willingly tell you the Step-by-step process to get a mermaids pendant. :)
Ok! Lets get started:
BEFORE YOU BEGIN MAKE SURE YOU HAVE AN EMPTY SPACE IN YOUR INVENTORY
1) Head to the link I provided above (If It doesn't work let me know) and install the Stardew Valley Save Editor. (I can help you with this if needed)
2) Head to the folder %appdata% then Roaming then Stardew Valley then Saves and select your characters save. Copy it and paste it onto your desktop. (This is in case an error occurs and you need a backup)
3) Open up your Stardew Valley Save editor, and click the little File icon in the top left corner. Select load, and then choose the save that you need to edit.
4) Once you have loaded up your save, select the red backpack icon tab, which will open your inventory, and choose an empty slot. Then, click "Replace With" and scroll down until you see the Mermaids Pendant and click it. Your inventory will refresh, and when you scroll down, you will see a green check mark where there wasn't one before in your inventory. Click on it and make sure it only says "1".
5) After the Pendant is in your inventory, go back up to the "File" button, and hit Save. When it says "Overwrite Current Save file?" Select yes. Then you may close the save editor, and load up your game!
Voila! There you go. :) If you have any errors, tell me, and I will tell you the step process for that. :D
