Penny could just be the product of a broken home. Pam could have gotten knocked up by a dude who later left or was kicked out. Penny cloud also be from a previous marriage.

I look at Pam as someone who has had a tough life and has had to fight for everything. The trailer is all she can afford, and to her credit, if you notice, her daughter has the only bedroom leaving herself to sleep on the couch. Also to her credit, she has instilled in Penny the knowledge that she can do better for herself.

On the down side, she is a slob and doesn't make good use of her time. I think she drinks to take the pain of her life away.
