HDR needs additional adjustments because it counts like a own mode. And once everything is set up correctly, you can check the HDR and SDR again in the Windows settings.
In addition, some people have a completely wrong understanding of color theory and completely misalign their screens. Then come years of "This and that game has stupid gamma values. Today, developers don't put any effort into it anymore. The colors are unrealistic. Everything is too dark. etc. etc."
There are enough websites that offer you decent material to test and adjust. (burosch or the like) Very few of the really good things are free, but you can use them forever. Don't use videos and images that come directly from the browser. Compressed data distorts the values.
Once the device is set up correctly, you will never have to make any further adjustments in any game or software.
