Limiting FPS Results in Poor Performance

Hey folks.

My PC Specs:
12900K
RTX 3080
32GB DDR4
1TB SSD Nvme
Win10
Res: 1920x1200

If I cap my fps to 60 either with RTSS or NCP, the game gets locked at around 53-55fps, and uses much less of the available GPU clock speed.

If I uncap my fps, it performs normally and shoots to 230fps. However, I want to cap my fps to 60fps so that I can stream smoothly on my Steam Deck OLED.

The only workaround I have found to this is to set my monitor's refresh rate to 120Hz and then enable half VSync in the game, so it locks to 60fps. But this results in a lot judder and input lag.

This is such a weird problem. I don't know why the game performs poorly when I attempt to cap the frame rate!

Edit: Upgrading to Win11 fixed the problem, lol. Maybe the game wasn't utilizing all the cores and stuff on the CPU in Win10. Runs just fine on Win11, and now I can enjoy this gorgeous game smoothly. Also fixed any sound popping issues, and the built-in Dolby Atmos works flawlessly, too.

You can also set the frame rate in the Nvidia control panel. Maybe this will help.

I mentioned in the OP that I have already tried it, and it results in the same thing :(

I capped the game at 90fps and the game gives 60fps locked at full vsync for some weird reason. It's very confusing. The game also judders a lot.

"I want to cap my fps to 60fps so that I can stream smoothly on my Steam Deck OLED" are we sure this isn't the issue? you said desktop 1920x1200 16:10 and isn't a deck 1280x800 16:9? could it be the streamer app rescaling the content that causes the jitteriness regardless of framerate? (Note I have no idea just thinking how tech works and guessing.)

input lag you're streaming a ton of content in, over what, .11ax or .11ac? do you at least have 2x2 MIMO multi-antennae router? is the desktop hardwired or also wireless? if it's wireless too, I would expect some input latency making it back to the computer, just the overhead of getting there sharing air space that close together, though it shouldn't be that bad it's annoying, just comparing it to the desktop. Have you tried capping the desktop to what the Deck can display, via Settings -> Remote Play -> Resolution Limit that way and see if it improves?

Nah, the judder and perform drop happens natively. Streaming is nearly 1:1 Moonlight + Sunshine so there is no additional, noticeable, input lag at all, and the streaming itself works just fine.

The judder and poor performance happens natively, and across all resolutions I tried (1080p, 1440p, and 4K). As long as the game is capped, the frame rates drop. Unlocking the frame rates removes all kinds of judder and the fps hit 200fps+. But that doesn't make sense at all!

I don't mind 200fps+ but the Deck OLED can't handle that.

you never said you're Moonlight'ing in the OP, so yeah that's likely about as good as you're gonna get it, I'm guessing... but glad you solved it. Just curious, if you don't mind - how's the input latency now sending back to W11?

I play metro exodus 60 fps although not RTX edition
AT 13W
and reduced gpu freq

Plus OLED can handle 90Hz = 90FPS
