Some overarching elements: the country (particularly Moscow) is "playing dead" because there is a fear that occupation forces will destroy them entirely. This is logical for the military leaders of the Metro. This is the reason for the radio jammers, so enemies cannot pick up signs of life, and the reason why they have tried to ensure that the people stay within the confines of the Metro, where they can be controlled. The occupation is however a lie, it was all an exercise to control the population.
Miller hid the facts from everyone because he was being controlled by those above him - a very militaristic man, he follows orders, because he believes that it is for the good of the whole Metro and its people - because this is what he has been told. Similarly as someone who believes in rank, he believed that the Yamantau Bunker housed the remaining government, who he would default to - he had no knowledge of what happened there and what it had become.
Miller is cruel to Artyom because he is getting too close to exposing the truth, a truth which he believes is too dangerous to be exposed. He lost his legs in the battle for D6 in Last Light.
Anna and Artyom begin their relationship in Last Light, so it is not forced for them to be together in Exodus - she is still a confident sniper, trained by her father, but she warmed to Artyom throughout the previous game, she is also married to Artyom in the book.

I didnt expect a actual dev to respond to this salty rant, i appreciate you responding and taking the time to do that. Thank you. I apoligise if this comes off as harsh, impulsive and rather spiteful because it had been after over 50+ hrs of grinding and i felt like venting. I still love the series and i thank you guys for making the game, sorry if i acted a bit childish.
