I would expect this from an early access game, but not a full release. I'm already feeling pretty underwhelmed with the game (i'm a big fan of the series) and to see bugs like this slip through QA it is pretty disappointing.
* Spent ~15 minutes in game trying to figure out why i couldn't clean my weapons.
* Spend more time outside the game googling how to fix it (didn't find anything).
* Continued playing the game for several hours with my wespons slowly getting less powerful and less reliable.
* Eventually went to the extreme of posting a thread on the forums to help figure it out.
That is what i would personally consider game breaking.
If the devs are going to port to PC, they need to account for players rebinding their controls. It sounds nit-picky, but i actually think bugs like this can ruin a players experience with a game (especially if they're already on the edge of losing interest).
Your personal feelings are irrelevant in this case.
