Game is soft locked at Giul

I'm at the part of the game right after the lighthouse where Giul is leading me into an underground bunker. I ran ahead of her and she somehow got stuck right at the top of the stairs.

I was trapped on the stairs because she was blocking the entrance but after a lot of time jumping I climbed over the wall and got out but she's still stuck. I tried everything I could think after that, I died and went back a checkpoint. Then I tried sleeping at a nearby safehouse to change the time of day, still no luck. Lasty I tried running far away from the lighthouse to see if it would reload her or something but nope still stuck.

At this point it's impossible for me to proceed with the game unless I restart the whole chapter which will prob be hours lost.

I have the same problem, couldnt find a sollution yet. I have a quicksave 30 minutes before that tho.

same problem here, though a bit different. In my case - after the boat touched the ground, Guil literally flew in the air back to the top of the lighthouse hangind there in the open air...and that's it. Cannot progress main game further.
This is the first bug I encounter in the game so far, but it's literally game breaking. Don't want to restart either :(

P.S. Just found a solution ...though it's not much of a solution but it worked. Looks like the game made a checkpoint save after the boat landed, so I started reloading the checkpoint save, on the second reload Guil "unlocked" herself and lead me to the undeground elevator, instead of flying back to the top of the lighthouse.

Just reload your last save checkpoint, otherwise restart the level again.

TL/DR: Try waiting for 10-15 Minutes.

PC: I had the same problem as the OP but I was IN the bunker because i entered before Guil.
so she stuck and I could not get out. I tried everything to get her walking. the problem could be that I activated the power supply before I met Giul or even killed all the raiders. But then I realized that the switch in the bunker was turned off again.
after I activated it (and shooted around for a while Giul teleported to the console in the bunker and the game continued.
