Open User.cfg file, Change r_fullscreen on to r_fullscreen off
It fits weird on the screen after that, b ut it's what you wanted.. Hope it helped you...

Edit: This was only for the intro and menu screen, for some reason, once I load my game (continue), the loading screen with Artyom talking works like windowed borderless, and once the game loads, it acts like borderless (even if it acts weird on the transition, still shows, though)
Agreed, I was of the belief that Metro Exodus was a superb game almost devoid of faults, it warms my heart a little to know that even a great game can contain such a monumental fu ckup.
