-Set Maximum Pre-Rendered Ahead Frames as 1 via NVIDIA Control Panel.
Go to C:\Users\(Your name)\Saved Games\metro exodus\76561198023928362
-Type these commands:
r_game_mblur_scale 0
r_blur_level 0
-Save the file and it should remove motion blur.

Set "mouse_curve_coef 0" and "sens border 2"
Hope this helps.
Can confirm these mouse settings work to remove what seemed to be smoothing or some kind of input lag. Mouse movement feels much more pin point.

OP missed the underscore
It's "sens_border 0.5" which you have to change to "2".
Edit 2:
Mouse still feels like it's being smoothed, nothing changed for me.
