Can't play, stuck on title screen

I'm just past the intro movies that play when you first launch the game and I can't even get to the main menu, it just sits there forever at the "Metro Exodus" loading screen. Please help

The only way the game seems to work is in safe mode. Can anyone please give me a solution so I don't need to launch it in safe mode every single time?

Post specifics about your game specs and system settings. DX12 can still be finicky.

As far as graphics goes, I am running the game in safe mode perfectly normal with:
1980x1200 resolution
My aspect ratio is set to "auto" (16:10 probably)
Vsync is Off
Motion blur is "Normal"
DirectX is set to "DX 11"
Hairworks is off
Advanced PhysX is unchecked
Tessellation is On
Texture filtering is at "AF 16X"
Shading Rate is "1.0x"
Game itself runs smoothly with a few minor lag spikes. But I am just simply puzzled as to why it refuses to load when I launch it without safe mode.

Thank you SO MUCH... that guy saying that I needed to change the "api" whatever it was to "3" worked. I launched my game the first time, it crashed after I skipped the intros but the second time without doing anything, it worked! Hopefully I won't have any further issues aside from the occasional lag spikes
