It's a fairly demanding game.
Do you have it installed on an SSD? The stuttering could be from it having to wait for a HDD.
Can you open your task manager and see how much of each resource it's using?
It's probably the fact that it's on a HDD then. Could be the game streaming data, which causes a hiccup.
Not going to hand feed anyone but will just say consider every option you can think of
look at both sides of the picture before making assumptions.
if you are able to run a program that can log in the data flow information on everything
That may help out to better find the issue
so you can see if it's due to graphical game optimization issues
or a issue with the game having issues with understanding what is in your PC.
Or your and you're PC having issues with hand shaking with the game due to having a higher spec than the game was created for
(Higher res etc that the game is not compatible with never know there could be conflicts and compatibility issues)

Just because more demanding games don't doesn't mean this one wont. Not all games are made equal. Some are really bad off HDDs. Depends how they are set up.

Lol, it is not minimal, and for a lot of people it makes a big difference. It will depend on the game. I really hope you get it worked out. If your specs are at the minimum, then the game should be payable. If you are at the minimum, then that means all your setting should be at the lowest settings. Minimum means the very bottom, not somewhere in the middle, but all the settings should be at low. Obviously you may be able to move some settings up, but for starters, all your settings should be low.
You can also use the tools provided by your operating system to easily see for yourself where the issues are. You should be able to see if you have a bottleneck, or if you CPU and GPU are maxing out, or one or the other.
Metro Exodus is a very demanding game on a PC, whether it is poor optimization or whatever, it is probably the most taxing game you own, so claiming you can play other games of the same load, is probably not true.
Now, lastly, Your PC is a potato, and the last thing someone with a potato should be doing is crying about performance. If you want performance, then pay for it or buy a console. This is PC gaming, and all is not fair in PC gaming. But, if you spend the money, then you get a better experience.
