I have to agree with this for me its 2033>Last Light>Exodus. Don't get me wrong Exodus is a great game and a lot of fun but not quite as good at the two before.
The whole bundle is on sale, if you don't know much about the game and haven't played the others i would highly recommend you plays those too, its not essential to play them but you will enjoy the trilogy a lot more knowing the general backstory of the game and characters.

As for Metro 4, it is in development, but it's unclear as to when it'll be released. Additionally, 4A is based in Kyiv, Ukraine, so things are a little difficult for them at the moment, meaning that any follow up in the series will inevitable be delayed. I've heard, but have not confirmed, that they were moving the company to Poland (I think? GSC was supposed to go to Prague, but that's unclear). But for the time being, the three Metro games still available are the best better of this kind of content.
