I originally started testing it because on an earlier visit I grabbed the bear when it was asleep but when the pickup bear cutscene ended it was wide awake and staring at me. It jumped over my head, turned and looked at me, then flew off and started swoop diving the watchmen that sit on top of a nearby train carriage.
I wanted to know if it's not attacking was a quirk of the AI or if I'd done something to elicit that response, turned out to be a quirk.
I ended up using decoys and while it's distracted, I swipe the bear.
Two things I learnt; if you hit it with a tin can when its back is turned it'll jump like a scared cat, sometimes doing a clumsy backward somersault, hilarious. And, that demon can smell you. If you sneak up and hide behind its nest, up close, it'll start sniffing the air, you can hear it, and it’ll eventually come to investigate.
