So is it bad that they are in panic mode?
Btw, I didn't kill all of the thugs, I've knocked some unconcious and as for those I've killed, I tried to do it as fast and silent as I could.
There are two slave / thug locations where you can rescue the slaves and earn karma.
They require you to neutralise the thugs so that the slaves are free to leave. Subdue, kill or force them to surrender are basically the same for these two jobs. Note, one of those locations has two levers you need to use to release the slaves from their cages.
I've seen no cages on the location I've found slaves in. It was a shipreck they were working on.
Next, there's no lever at the workship so by deductive reasoning you already know to expect one later. My apologies for that. You'll work it out mate. Good luck.
