Well i just killed 2 dudes at the south east part of vulga because they seemed like bandits, just to find out they were just inocent fanatics that didnt want to hurt me whatsoever, thats the type of things i want to conserve in my playthrough.
Note: Bandits dress differently from cultists.
I guess.... yeah it seemed that one was younger than the other, its theplace where you have to fill the generator with gas to enter the locked place inside the house.

They were talking about how we rammed their post with our train, they also shot at us in that moment so i guessed they were just violent fanatics, they were talking peacefully but that isnt an indicator that i can aproach them without problem tho, and they had a body tied to a battery inside their house so yeah, they didnt seem inocent to me.
I try to walk up to everyone who's not got a gun in their hands with my weapon holstered. The few times they actually will aggro you have plenty of time to react.
There was one really annoying encounter in the DLC that I died to from it but I fault the writing.
