New Game Plus Not Working

I finally beat the game and I wanted to play it again as evil Artyom with all my gear (see the bad ending)...but on first load up I have no gear after i get the pistol...not even the pisto? I tried the whole moving file saves back and forth, reloading Finale, then I tried reloading dead city and choosing my loadout then trying ng+. No dice. I'v gone through that long intro too many times and I'm too frustrated to try anything else right now. While it's really annoying that they released this in such a poor state, it's even worse that they've yet to fix it...rant over.

Yes, but thanks for checking. I picked the mod to get my weapons, and the mod for a 24 hour cycle.

No, I disable the steam cloud for all my games. Maybe picking the 24h cycle is causing the bug?

In case anyone else is struggling with this, I found a solution. Credit to steamah.com

Let’s start it:
Turn of yout Steam, let it in offline mode;
Go to Metro Exodus config./level past located in: C:\Users\(your user)\Saved Games\metro exodus\(your game number);
Exclude the quick saves and the auto saves archives. (I recommend you to make a backup first, because you’ll exclude all playthrough in the quick save, but you won’t lose the chapters);
Start the Metro Exodus game (remmember to keep Steam Offline);
Go to the Chapter Section, choose the last one (named: finale), then whatch all the cutcene, when the credits come, you’ll be able to skip it and go to the main menu.
Now you can start the NG+, select “my weapons”
How to see if it has worked
After you started the NG+, it will have the first scene, in the train, telling the history, so, after it ends, Artyom will enter the manhole. In this moment, you must see in Artyom’s arm: if it has any mod (compass, enemy mark, metal detector), it worked fine. If it not worked, try it again.
