That's because they use Vulkan and not Directx. If the game doesn't support Vulkan then it isn't going to run RTX on Windows 7 without specific support from MS and the game company, World of Warcraft is the only game I'm aware of that has implemented this type of limited DX12 support.
He is right and everyone who has a bit knowledge about PC knows W7 is the best OS and has way less bloatware than W10. There is a reason why W7 QPC timer resolution has the best times. Cuz there is almost no input lag dou bloatware. Go educate urself.
W10 current version has a latency timer of 15ms dude - w7 has 0,5.
Also w10 comes with million of spyware / bloatware which w7 doesnt have. I mean sure you can download w10 without bloatware but its recommended only for people who know what they're doing. So stop providing wrong information without any proof. You cant just say "wrong" cuz hes right.
not to mention the insane amount of telemetry and data collection that you have to muddle through to switch off

i’ve also compared dx11 vs dx12 and graphically found they are equivalent.
metro looks good to me now, i’m sure it would look better if rtx was on, but i’m running max setting at 1080p and it’s 150-200 fps. no crashes and no complaints
That's because the main point of DX12 is that it's supposed to be more efficient than DX11, for the most part it's not about adding extra graphical features (ray tracing being an exception).
As with most things on the PC you'll find some people say it does improve performance in games that use it and others that say it doesn't, or has caused other problems.

I think RTX does look better, but it does become a bit of a background thing when you're being shot at by bandits, so it's nice to have but not essential to enjoying the game.
