So what actually happened? Why were they trying to jam communications?
The People need to BELIEVE that they are in a state of war -- because Government is given the greatest amount of Power during a war. External threats give Government the greatest amount of control as The People BELIEVE that their government is protecting them from that external threat. And Government keeps The People believing by constantly harping about the threat "the invaders" pose. To keep The People believing, it was necessary to keep them isolated from what was REALLY happening in the outside world.
They are afraid that Metro or shelter in Moscow will be discovered by USA then US will nuke Moscow. People in Moscow believe there is a NATO occupation.
Most of their communication has been cut by nuke and their own jamming equipment.
I believe some people in Hansa knows there are no NATO occupation due to some visits of unlucky people who lives outside Moscow. They are just filling the power vacuum.
So there is still a war going on, but no actual occupation, they just want people to stay underground
So there is no war, the world has actually gone to ♥♥♥♥ because of the war and the remenants of the governament are trying to control people through fear tactics? Maybe I'll read the novel it might be a bit more clear, I just find that the game kind goes 'There is a war going on and we will explain what happened to them' then they go to the bunked and find that there is no governament there and then just give up trying to find what happen and go around trying to settle somewhere
Yeah I find the game's narrative really confusing... And from the thread's responses I don't think anyone got it right either because of some contradictions as the game confirms and denies that the war is going on and then just drops that altogether.
Maybe they are saving it for a fourth game

I'm offering a slightly different perspective.
One reason I enjoy the Metro series is they are "gritty".
I've been on this planet for six decades (yes, old guys play games).
I've worked in 28 countries. Seven languages.
I've been in combat 14 times. I always came out alive. The other guy, not so much.
What games offer, that life often does not, is a second chance.
Many times, too many, the task or outcome in REAL life seemed senseless.
The ability to deal with that, and keep moving forward, having hope, is important to living.
My point... I respect you asking, and offer that maybe it isn't going to make sense.
But the choices you made along the way, and will make in the future, remain meaningful.

Soooooo, if you are coming across American flags in the countryside, they were most likely planted there by the Soviet government forces to make people believe that they had been left there by "occupying forces". That, and as a KEEP OUT warning for places where the Government didn't want just anybody wandering into. Like that poison gas depot Anna fell into.
