Useless weapons bug?

So I'm not sure why it's happening but all of my weapons except for the air pump are doing (seemingly) no damage. The Air rifle is almost always a 1 shot in the head (playing on normal mode) but all of my other weapons, including thrown, do nothing. I'm talking like all 8 revolver shots into the head of a normal human NPC does nothing but make them flinch and give me a headshot hitmarker. is anyone else having this problem? It wasn't always like this, just noticed at the first bunker that nothing would die (except from the Air Rifle).

Note:My weapons aren't dirty, is there like some other repair mechanic I don't know about?

Sounds like a bug to me.
You haven't missed any repair mechanics, because there ain't any for the weapons.

Try reloading an older save if you haven't tried that.

It's too late to reload, so that sucks. Even when I picked up the mini gun for the first time It did nothing, a full clip into a human NPC and nothing. I guess I'm doing an Air Rifle only run =/
