Cannot enter Baron's fortress.
I've gotten to the part of the Caspian Sea story arc where you're supposed to steal a fuel tank from the Baron's fortress, but when I went to meet with Damir and Giul outside of the fortress, they just stood around on top of a wrecked rail car and didn't jump down and open a grate into the sewers under the fortress like I assume they're supposed to. I can't tell if it's a bug or if I'm doing something wrong. I tried reloading the game to some saves that I took directly before this started happening but still no luck. Should I reload an even older save?

Yeah, that's an issue I've seen a couple of people talk about in this here forums.
Normally, Damir is supposed to lift up the grate for you.

If you have the saves, you should definitely try reloading some of the earlier ones.
Try sleeping, doing any side stuff you may have yet to complete, etc. Or drive on the other side of the map - maybe getting them to kind of ''reload'' could help.

This is kind of a long shot, but trying to verify game files is something to try, as well.

The most drastic measure to take would be to restart the whole chapter - which would, obviously, suck major donkey. There's no guarantee it'd work then, either.

If yo're using the steam cloud saves sync feature, disabling it has helped numerous players with that and other issues. Those saves are notorious for becoming corrupted very easily, and since the game looks for cloud saves first, that might be your issue. Disable it, if you haven't already, and let the game use the normal save files, and I believe that will solve your problem.
