Not really sure what a 'menu clicking' sound is, but when you look around, your whole character moves, not just your head, and maybe those are just the sound of your feet moving?

Breh, I know how to tell the difference between foot step sounds and a clicking sounds like i'm hovering my mouse over a menu option. I started a new game and it fixed the sound someone is bugged with my other save file

If you have the steam cloud saves sync feature enabled, then you are correct----it's a bad save. Steam cloud saves are known to become corrupt very easily, so lots of players disable it, including myself. You should do the same, and just let the game use the saves in your systems saved games files. Your corrupted saves issue will disappear. Once you have completed game, you should save a copy of the saved game file somewhere. That way you'll always have a set of saved files available in case you ever need any.

If you're using the binocs and you look around, you will hear the lenses focusing, it will be a faint clicking noise. When fully focused on an area in the distance the noise stops, it will become clear in your binocs (where it once was blurry), and you will hear pages flipping, like the map. When you look at your map after this, you will see new icons showing locations of whatever you just found in that area (mutant nest, biohazard, etc).

This is how you reveal more stuff on the map from a distance, focusing on it with the binocs.
