Questions about Saul (spoiler)

So i did not kill Saul but he did not come to give me his quest. His thug friend came and the game acted like i killed him. Is that a common bug? Did I do something wrong?

Also the guy waits for my answer for his quest but i am unable to say anything. He tells me: "come back, we are not done talking". How do i respond to him?

I always snap his neck and piss on the corpse... >__>

he is supposed to give you some ammo or guns. i did not kill him and then his "friend" came to give almost the same speech.
