All DLC's available for both Epic and Steam simultaneously when they released.

Mis-information dude. If you have been following all the steam vs epic debate then you should of known this.
It won't be possible because people have bought the gold edition of metro on steam and the devs have even stated all content with be available on steam.
Of course their got to honor the DLC to users who have bought the gold version, they have already bought the DLC. That would mean refunds for all thoses that bought that version.
Steam say this:
"The developer and publisher have assured us that all prior sales of the game on Steam will be fulfilled on Steam, and Steam owners will be able to access the game and any future updates or DLC through Steam."
And Deep Silver say this:
"Metro Exodus PC Store Announcement
The ability to purchase / pre-order from Steam has now been removed.
However, any customer with an outstanding pre-order for Metro Exodus on PC through Steam will receive their game as expected.

Are you very young ? Not sure if your trying to make a argument here; but it's in black and white stating future content will come to steam. If not then steam will have to refund users of the gold edition.
