worked for me
Shadercache off sounds crazy unless maybe you have windows on an HDD instead of an SSD. Though I haven't tested any difference.
Do you have benchmark results?
The benchmark is not a good indication of how the game will actually perform.

Shadercache - OFF
Threaded optimization - ON
Texture Filtering - Max Performance
Then you go to
C/username/game saves/metro exodus and find config file there, find a line
"r_enum_ssaa 10" and changed it to "r_enum_ssaa 1"

btw: The MetroExodus.exe resets the r_enum_ssaa setting at every start.
