How do you give this to the people once you get it for them?

Unless you've already left the Volga region, the NPCs are always around the train.

When you return to them after you get the passenger car, the girl asks for her Teddy, the guy who wants the guitar is right behind the Aurora near the camp fire (I gave it to him after I talked to Miller), he will then play the guitar with the woman and child at the camp fire.
