Armour upgrades persist in NG+ if you....

1. Reload the oldest chapter from your previous playthrough, which ofc is the "Finale". No need to play it through.
2. Return to main menu, it should have the "end/beggining" theme on. (0 kilometers shown, as if you just started playing the game)
3. Start your New Game Plus with "My Weapons" option on.
4. Ta-da, you will still have your wrist, gasmask, chest and flashlight / NG upgrades on your character from the previous playthrough. I'm yet to confirm you have the rest of the upgrades.

have you managed to get the weapons from the last mission? i restarted ng+ 2 times already with that option on, and still nothing, maybe i am doing something wrong?

Yea, all upgrades were transfered too. Got motion tracker in volga and etc.
Do as I have written, load the last possible chapter, get back to main menu and start NG+ with that setting set on.
If you can't see your oldest chapters, exit the game, got to C:Users/SaverGames/metroexodus/yourID
get all those save files out of that file somewhere, run the game, exit it and put the files back in. This way you will have your chapters back.
