Remember that the higher your stability the less scope sway you have. And of course a high accuracy stat is good too. But even with very high accuracy weapons there tends to be a matter of inaccuracy, which is why sometimes its better to go for quick body shots as opposed to a headshot.
Also some enemies have weird hitboxes.

On unaware enemies you should be able to kill in one hit with a fully pumped Tikhar to the body, at least this was the case on hardcore for non-armored ones.
Unaware enemies take less damage to kill
And no, they don't travel in straight lines. I've had rounds whiz way above peoples heads, to the side, you friggin name it. Some of those shots are within 8 feet.
I understand that receiving damage and getting into the water, including knee-deep, gets the weapon messed up.
But just walking around on plain ground? That makes no sense whatsoever
Haven't seen them bounce off but maybe I haven't aimed for backpacks)
