I was confused as he offered it in the game but never actually handed it to me, but now I've read it's actually obtainable?? Is it a unique weapon or does it have unique upgrades?

He puts it on a shelf near a workbench in the same room where he says it. You have to pick it up manually. Also it's more of a mod for a Tikhar than an actual new weapon.

You can "mod" it into your game early if you want with custom config files, check the steam guides.
