the cog that floating on a platform over the cemetery entrance is frustrating me, I been pressing the button and railing over for the past 20 mins now and im all ways just Inches from the platform is there skill later in the game that lets you rail faster and jump off

There isn't, no. It's probably one of, if not the hardest Platinum Cog you'll have the option to collect. It was the last one I ended up collecting and it took me a long time to do.

Collecting that one is mainly just trial and error, you hit the switch, get a good jump onto the roof of where the switch is and then ride the rail along to the cog. I think(?) you move faster along the rails if you hold down the forwards button while on them but apart from that, you just have to keep trying repeatedly until it happens.

I highly recommend doing other missions and/or collecting other collectibles and coming back to that later when you've found almost everything. It's a bit of a pain to collect but it is possible, you just have to keep trying.

Yeah if you hold forward you go faster which is pretty much required to get that cog

how do you even get to the railing thats the issue im having

You have to leap onto the roof above the button from the floor the button is on, doing a 180, it requires you to 'double jump', that is to hit jump again at the very apex of a regular jump, which gives you a tiny bit of extra height.

there was mention of a switch, but i have yet to find one other than the one at the end of the town wall and the one by dennis's house

This Switch is hidden under a Metal crate in upper Burramudgee
it's hard to do, but have you used the doomerang to push the button
