do you have the game on cd or do you have it on steam? if the steam version works, then the issue is probably like i thought. the cd has a bad copyright protection software which wants to change some things that windows prevents for safety reasons. if you have cd and it works with windows 10 then i would be interested to know if you had to do anything to make it work or if it just worked without any issues.

but looks like sudden strike 4 is spiritual successor to codename panzers, i just played it and it is pretty much codename panzers 4 :)
if u cant run panzers on win 10 thats propably an OS problem, i had problem on phase 2, with visual c++ redist and after fixing it,it worked
(disable msi afterburner/geforce experience and steam overlay, if still not working)
detailed explanation: I study programming and live in a dormitory close to where i am studying. internet access is provided by my university. the advantage is that i always get about 10 mb/s (sometimes a little less, but never below 7 mb/s). the disadvantage is that i am not connected to the internet directly. connection goes through the leibnitz rechenzentrum (leibnitz computing center) via the münchner wissenschaftsnetzwerk (munich scientific network). for "security reasons" they completely block all internet access for 15 minutes as soon as any form of torrenting is detected (obviously, that means they're doing it to stay out of legal trouble, but i can't blame them). so no torrents for me untill i move somewhere else and get a private internet access.
