You have changed the display settings, and the game doesn't like what you've done. You need to restore the original game .ini file. If you don't have this, un-inatall and re-install the game. Then to prevent it happening again go to the game's directory a create a duplicate of the game's .ini file calling the old one original.ini or similar, so you can restore from that in future of the same happens again so you won't have to un-install/re-install again...

it's only the refresh rate setting, change it to default (FullScreenRefreshRate = 0 ;) from the ini file and it'll work, no need to reinstall or delete your other settings

p.s. make sure you're changing the file in the PROFILES/[PROFILENAME] folder, not tthe one in root, that's the default, don't mess with it

Open the game in Windowed Mode, then Options, Graphics and set Refresh Screen to Default. Restart the game in Full Screen Mode. (if you can't set Windowed Mode delete File ini "options", before restart the game in Full Screen Mode restore the file)
