Save file editor?

I wanted to give the Marshans a better chance, they always die first.

I downloaded http://www.orionsector.com/pages/moo3/downloads/bhruic/index.php

It looks for a .GM file, so I renamed my .SAVE file to .GAM. Then it saaid "file format incompatible"

Also, it was looking for the saves in
\SteamLibrary\steamapps\common\Master of Orion\GameDataSets\Classic_01\GameData\English
and not in
My Documents/Master of Orion/Saves

Can anyone help?
