Buy MOO 1+2 in Steam Store or GOG?
What is the best option to buy ths Gem?

Gog is the best choice at this time. Gog doesn't require you to play online or through their user interface. When you buy the game from Gog it's as if you purchased it from a real store (brick&mortar) and it's yours not steams. Also GOG has the Dos box set up so you can easily play multiplayer games, Steam version you have to use a text editor everytime you want to host or connect to someone elses game. This is very lazy & cheap on steams part.

Do i need to geht master oft Orion to play master of Orion 1 and 2? or if i get the 1+2 packet for 5.99 will i be able to play them even though i don't have moo

You can buy the 1+2 pack obviously. That's what it's there for. No need to buy the new MoO. (well not anymore anyway. Originally when they were added on steam, they were only available thru the collectors edition but have since been made available for purchase separately).

In addition to new MoO, the collectors edition gives you the classic MoO 1,2 & 3, Soundtrack, digital art book and Terran Khanate race (alternate version of human race).
