The console versions censor the lewd lines I mentioned, as well as a few references to trademarks and copyrighted characters (e.g. in Ch.1, there is the thing about "Kenta-kun", aka Colonel Sanders, which they changed to "Randy-kun", or "Colonel Randy" in English). If you get 07th Mod, which makes this Steam version very much like the PS3 version, there is an option to adjust how the text is matched to voices, because the voice lines correspond to the censored PS3 text.
Um, no, they didn't. I just looked at the copy I have, and it's still there, albeit translated a little differently. "No more, no more... I hate this I hate this... ee... eeee!!!" ... " I don't wanna be scared... it feels bad... no... I don't... waaaaaaaaaaaaaaaaaaahhhhh!!!" etc.
But you know who did censor Higurashi? Alchemist. They are the ones who did the PS2/3 ports. If you're using 07th Mod, which I suspect is what you're doing, it also (optionally) censors the text, so that it matches the PS3 voices. But you can set the voice matching level to 0, and any original text that doesn't match is allowed to not match; any part that was cut out just goes without any voices.
