As well, my "monitor" is a 44" 1080p HD TV.
I fixed it doing this:
1) Go to the .EXE and right click properties and go to compatibility tab
2) Select compatibility mode Windows 7 (even if you're on windows 7 like myself)
3) Tick Disable scaling high DPI settings
4) Tick run as Administrator.
5) Hit apply and enjoy
Now the game runs in 1080p for me just fine.
Thanks MT00, that worked for me. It's sad that even after all these years the game still needs to do that :(
