I'd say a mobile port is more likely plus the PS2''s graphics are quite dated.
I actually feel it holds up quite well, not just compared to other games from the PS2 era but even some PS3 games. The art direction combined with the use of cel-shading helps a lot. The mobile port's graphics looks like a strict downgrade to me after looking at some screenshots. I think if SE could just polish up the textures and maybe update the animations to 60fps it would be a solid ~$30 release on PC.
Video files (such as ending movies or the starting movies) are horrible quality and the text boxes do look rough. But most of the game is pretty much perfect. Didn't really get much for graphical artifacts, except for one particular section of the game (you have to chase a shadow) Which requires you to put the game into software mode making it slow and ugly but its just one section.
