Recursive resource dependency detected, what?

So I recently got Serious Sam 3: BFE and it refuses to launch, the said error keeps popping up and I've tried many things:-
- Verify integrity of Cache (it keeps downloading a 12mb patch which does nothing at all)
- Opt in SS3 beta (game + tools) and also opt out (some forum post had this solution)
- Remove certain files so that steam force downloads again.

Here's the error in the log:-

That file is defintely broken. All the following errors are because of that. You can try deleting that and verifying to have it download. It is a small file, so it should be quick.

If even verifying doesn't fix it, then look into whether your AV is breaking the file, or perhaps there's a disk error.
