It is also pre-historic. And it is the same in Talos as well!
Could it be that the game is somehow marked to run in compatibility mode? Perhaps there's an old built-in Windows driver lurking somewhere because it wasn't removed when the NVidia driver was installed? You know, with WinSxS system (http://www.thewindowsclub.com/winsxs-folder-windows-7-8) there can be multiple versions of the same dll on the system, and there are various scenarios when an older version can be loaded for various strange reasons. So the fact that the new one is installed and used by some apps, doesn't mean that for some reason Windows won't load the old one on some others. Eh. :(
However, I fixed it by deleting the userdata folder for the game (<Steam-folder>/userdata/<user-id>/41070/). The game will then start up with no problems! My system is pretty much the same as yours.
I hope this will help you!
I updated my GPU drivers too and the driver version changed in the log file... but it's still not correct:
At this point I'm pretty sure it's a bug connected to how SS3's DX11 renderer detects driver versions. Apart from the issue with the subtitles I did not notice any kind of graphical errors or performance problems so I guess the two issues are not connected.
Maybe reverting to an older driver version might solve my problems but I don't have the time to tinker in that direction now.

I deleted the userdata folder for the game and the same thing happens, if I press Cancel it flickers like it is changing resolutions or toggling software/hardware rendering and the Windows error sound plays over and over.
Serious Sam Revolutions runs with no problem
Can I run SS3BFE content in SS Fusion? Should I try that?
Is this one of those situations like Nier Automata where you roll back the driver to an earlier version for a particular game? Is there an easy way to do this?
Thanks for reading!
Oh, nearly forgot, here's the log file. Note that the CPU is detected incorrectly.
