In reply to AlenL the version I have is the DVD-case (non big box) Take2interactive version in the UK. It would have been bought about 15 years ago from some UK street retailer. This version comes with the Serious Editor/Modeller, I don't know if all physical versions came with that.
My guess is that explorenate either has one of those discs, or installed it twice. His situation may or may not have to do with DRM, but if it doesn't, it could mena that the game was insatllaed twice on the PC he is using...one for the Digital versionon Steam, one from the DVD. I had this issue with both Quake 4 and FEAR when I first bought them on Steam.
If it is DRM being blocked by Windows, it might be a good idea to release a version 1.5a version that comes with a special feature to be able to install the game via a setup installer stored on the disk much like the way one would be for the Rogue Squadron 3D CDROM[github.com].

If there was more than one optical disc drive or virtual optical disc image mounted during install, the installation might have confused the two. You might have to mess about with the registry using RegEdit to change it.
