In the Quick Play menu, the toggle is just below the dropdown of the level. You'll also notice that the level image changes.
In the oldskool level selection (navigating through the menus), it's a toggle that can be found in the upper-left section of the level selection. Again, here too, the level image changes to reflect that Slipstream content will be loaded.
If this toggle is not available to you, then the DLC is not correctly installed, or Steam has not registered yet that you own it. You can force Steam to update your purchase status by restarting it (actually restarting it, not closing the window).
Can only wonder why it's not activated by default when DLC is added?
Because the toggle acts like a filter to show/hide levels that (don't) support that content. If we enable it by default, it might seem at first sight that content has gone missing. That's, imo, a less desirable situation.
No, the toggle only becomes available when you have Slipstream installed. But it is disabled by default.
