Scaling down the graphics settings mainly entails lowering the level-of-detail objects, reducing shadow distance or turning it off altogether, and lower resolution textures.
When you say flickering, perhaps you're referring to the static camera noise effect? This is not entirely tied to any graphics settings, but is a simulation of the image degradation when the video signal is obstructed by objects: https://i.imgur.com/PzjvdOm.jpeg
And depending in where your drone is located in the environment, this effect can be worse. This can be turned off if you don't prefer it.
btw: This was in the first level (meadow wit the haystacks) which is not a very demanding level I would think.(In the level with the buildings things got even worse.

This describes the camera noise feature for my earlier reply. Which can be turned off to your preference. It's turned on by default based on what preset you choose during the first-time startup, but can be turned off in the game options, or toggled in-game using the 'C' key on your keyboard.
Considering my system specs, would you expect Liftoff to run fine?
Have you tried hitting the "C" button as JuniorDiscart suggested?
