Report a translation problem
The throttle response in this case is normal and expected behavior. Not every drone setup is the same, and we aim to simulate as much physical and electrical aspects of a drone as possible. The drone setup you're flying is a very basic, old and heavy, which doesn't have a lot of power. So it will need a lot more throttle to get off the ground. Same if you'd take a very powerful drone and pack a brick to it - it will need a more throttle to get off the ground.
Try to select a different drone setup which has a lot more thrust per kilogram (see the drone statistics at the top during the drone selection), and you should notice that the throttle will have a different effect.
If you want some direct examples: look for the Vega HSX-R built-in drone setup. This one will require about 30% throttle.

All this to say: it depends on the drone setup.
Also, I see you've created a new drone setup when going to the drone workbench. In the drone selection now, it is filtered based on your own setups. In the upper-ish left corner in the drone selection, you should see a dropdown to switch the filtering to 'Official blueprints', to get to the selection of drone setups that come with Liftoff. If you subscribe to drone setups from the Steam Workshop, they will appear in the 'Workshop blueprints' category.
And, in the case you still want to tweak the throttle response of that particular drone, you can do so in the flight controller settings menu (accessible from the pause menu, or in the drone workbench).
