I had the same CPU and GPU on my old HP Spectre x360.
I dont't know how the thermal design is on your Laptop and depending if you are limited to 15W or not, but in either case the game should be playable with medium settings in 720p.
Lowest settings, and lowered the resolution a bit, but still a better resolution then your average FPV goggles, and more then playable. I do have a Corei7 in this StinkPad.

It may run but it is below the performance level of the required minimum. Depending on the graphics settings and environment you're flying in, performance may vary quite a lot.
Also, Liftoff is quite heavy on the CPU because of the high physics update frequency. Because the i7 8550U is a low-power CPU, it may run a little sluggish in that regard.
